You import database backups via phpMyAdmin, or a backup importer if your host provides such a thing.

I've just said, import it via phpMyAdmin, or via a backup importer if your host provides one.
In phpMyAdmin, which will be in your host control panel, choose your database from the list on the left, then click the Import tab along the top.
