The MySQL user doesn't have the DROP privilege.
If you are using cPanel, add the user to the database again, and give the user all permissions.

How can I add user into the database and how to set all permissions?

You need to login to cPanel, go to MySQL Databases, and near the bottom of the page, there should be an option to add user to a database. Click ok (when you have selected the user and database) and select ALL PERMISSIONS.
You shouldn't be getting any upgrading messages if you're only just installing 1.6...
