why my users cant see quick reply the can post only via new post ?

AdminCP > Configurations > Settings > Showthread settings > and select ON for "Show Quick Reply Form"

+ i created a merge users from ucoz system but users that i transfered from ucoz cant see avatars

and quick reply is on when i log as admin i see it if i log as registred i dont see it

UserCP > Edit Options > and check the option "Show the quick reply box on the view thread page." under Thread View Options.

You can't have set the the users settings up correctly when doing the "merge" then. Both of these are things that are set individually in the User CP.
