Try to edit your signature and you will see that it simply does not show the smiley box and the editor hangs over part of the page too low, which is due to the buttons needing an extra row I just cant figure out how to fix it.
The smileys are enabled in the settings, and I had edited the User CP edit sig template but replaced it with a fresh copy, I just cant figure it out.
Edit: It is also not showing my smilies in normal posts and the box also hangs over there too.
I fixed the editor through some searching, my smilies are still not showing though for some reason.
