I am wondering if there is a plugin for admins to login as users for testing accounts etc.

There was a plugin on the mods site designed for 1.4, but it may still work with 1.6. You'll have to search for it yourself, as I can't look at the moment.

There are several for 1.4, simply changing the ../inc/plugins file will make it work with 1.6. I believe there is a sticky thread around here on how to do this
