Upload files to new host, create database on new host, import backup to new host, edit new database details into ./inc/config.php, edit your Board URL and cookie settings in ./inc/settings.php, then save them again in the ACP.

Yes, but there's literally nothing that can go badly wrong if you have a file and database backup.
I'm done uploading but it still says the same thing
Either your database details are missing in config.php, or you're missing a cache of pervious versions. If you've copied your files and database across directly you shouldn't be getting this...
