I wanna make for instance in 10 posts the user can enter to the section i heard that is a plugin for it so does anyone know?

You should be able to go to your adminCP > users & usergroups then creat a group that has a minimum X posts requirement should solve it for ya

Make a group that needs 10 posts then use group promotion when the use has 10 posts it'll auto upgrade them.

You can do this without a plugin.

Create a new group, copying the permissions from the Registered group. Then edit the Registered group so they can't post in whatever forums you don't want them to post in.

Then go to ACP >> Users & Groups >> Group Promotions and setup a promotion from the Registered group to the new group at 10 posts.
