You can apply for one,two or all themes.Each theme may be from a different designer however likely winner will be someone who submits each theme.

Not many people will agree to that. It's called spec work and is hated by the design community. Now, you might not be paying people but this still is a form of spec work where you ask to see a final product before choosing a designer.
