This may have to do with my server of hosting, but whenever I update a css file for my theme, it takes about 10 minutes to show up on my forum. Is this something I can fix, or is it to do with my hosting?
Try pressing ctrl + F5 to hard refresh or clear your browser cache and then refresh.

It is probably your host, while the spinner is working it is trying to connect to your host. if you host is down, or the performance it low, then it will not work.
Your best bet is to switch hosts, what host are you on now?
If it's actually being saved properly and your browser is just taking a long time to show the changes, unless you send no cache headers to not cache anything, there's nothing we can do about it.
