Do you have the default language or are you using a translation?
I translated it to persian but show ?????? replace all characters!

Yes, I translated right.
I translated about 10 plugins but i have this problem for 3 plugins
1. this plugin
2. my shout box
3. rss feed poster
You're not translating them right. You need to translate and save/encode in utf-8, you seem to have used a font and saved/encoded in ansi.
When I open your file, All I see is this:

When I should be seeing persian characters such as
