Backup files and database. Deactivate all plugins. Upload 1.6 files so they overwrite the current files. Go to yoursite.com/install/upgrade.php, choose 1.4.13 from the list, follow the wizard through. Remember plugins will need updating and themes won't be compatible straight away.
