Probably No. However, such plugins are not difficult to code. What options do you want to have, so I could develop it for you ?

Similar to that plugin but mainly the signature limit and perhaps the vote in polls are the main 2 i would need i think.
I would like it to be free as at the moment i can't afford to pay for it as otherwise would just pay and download the above plugin.

Did it in photoshop, it also rotates eachtime the the page is refreshed.

Tha's cool however i managed to find a online tutorial to add the snow so i used that.
