I was wondering if it is possible to create a poll with a topic, where registered users can vote on the poll, but are not able to post a reply?

I'm not that great with mybb but i think you may be able to do this with forum permissions if you want it in a perticular forum,
but if you want it globaly then you may need a plugin.

if you want to make it vote only, you'd have to make the group's permission for that forum to not be able to post/reply to any thread, but to only be able to vote for that forum.
as for a mod, i don't think there is currently one to do this.
To make it so that people cannot post in a particular forum:
ACP > Forums and posts > *select forum* > Options > Edit > Set custom permissions
similar with the group permissions.
ACP > users and groups > groups
