I think that is a bit low, you will need to pay a bit more for a custom theme or a lot more. I don't know of anyone who will do it for less than 100

I can name tons. Though your right it is a little low, most do it for around 15-25. Your right on the low.
If he needs a theme that looks like default one 15$ is ok in my opinion.
If he wants a theme like THIS default one, well you're right.
Ill pay up to 25, but want to see previous work examples.
