The MySQL user does not have the INSERT permission. Check that your MySQL user has ALL permissions to access your database.
You can find this out by going here:
cPanel -> MySQL Databases -> Click user assigned to your forums database -> Make sure checkbox for ALL permissions is selected

What control panel does your host have to manage your site?? It's either cPanel, Plesk or a custom panel.
none i control with filezilla (ftp)
If your host doesn't have a control panel, it would be impossible for you to create a database or user.
That, or your host gives you one database/one user for all applications. Contact them to solve this.
