I am trying to install Zenphoto onto my website/forum, but this error comes up when I go through the setup process.

Looks like a problem with Zenphoto to me... Provide me a link to Zenphoto and I'll see if I get the same.

What directory are you trying to upload in?

Well, I am uploading it into my Public_Html directory.

It's got nothing at all to do with ZenPhoto, it's your host. Contact them.

My host has poor support, which I just realized today when I tried to contact them for hours with no response.
