there is a plugin for download section, but thats not working, is there any other one, i think it was from mybbcentral, have any other developed a plugin of that sort, or can be developed?

the one that is in mods site, i have added it, while changing 1.2 to 1.6 but i am unable to create categories in it, how a category can be created? as no option for this is available

In ACP, you'll receive a settings group in the header links as "Download Manager" or something like that. You can create categories from there.
