If you don't have access to your php.ini file you'll need to ask your host about it.

Problem not solved yet . I want to tell one more thing is when i send any mail from my site email that is
[email protected] then i succeed but automatic email for activation in not able to succeed . please help me
Check with your host, it seems they may have disabled it since everything you've tried so far has not worked.
I know how to fix your problem.
The exact same thing happened to me. You have to go to your hostings control panel, and find the setting FORM MAILER and then type in the email you created with your hosting to use. Your emails are not being sent because you need to configure the FORM MAILER thing in your HOSTING control panel, not your website admin cp panel.
