I want to PM to all my member is it possible? or is it possible when even a new member register to the forum will get a welcome PM.
At the moment its not possible to do those things, however they are being implemented in the next version..

Yes, this seems to be a good idea. But, then again, if you need to say the same thing to many other people, just place an announcement over your forums?
