Auto thread in introduce section upon user registration/activation

hello friends,
can i request a plugin,that recently i saw on one community,where,a thread is created upon new registration/activation.....

the thread has been created in introduce section,and along with welcome message a set of rules and easy access links are posted.

so any of u guys can help in making this????
