How the hell do I install webmin?

I am following: http://www.howtoforge.com/virtual-hostin...ntos5.1-p2 for my dedicated server.

I get to:

Login to webmin via https://192.168.1.5:10000 using root and your password. 

(obviously I changed the IP to mine)

Nothing

Did you forward that port? And if it means anything, when I try to connect the connection times out.

The thing is, I havent yet forwarded the port (as stupid as it may sound) because I have not been told to
