If that is your page, it is a really crappy phishing attempt, because it even uses all microsoft's code/scripts and doesn't actually steal any data.
If it is not meant to phish, it is STILL illegal, because you are using work that is copyrighted by Microsoft.
I recommend if it is your site that you remove all data pertaining to microsoft.
And it isn't owned by Microsoft, because they would have an SSL Certificate. Note: windowslive.com SSL Certificate
Buy it? They'll most likely shut it down and sue your lime.
This is clearly a phishing attempt, why else would it have a copy of the Windows Live login page. I don't know why you've come here to ask where to sell it, if you want to sell it, go to a place that buys and sells domains.
