Hello, how can a moderator create a new category or a forum? is there any setting that can give the moderator the permission to do that?

Also, how can I set my forum in a way, so that the users are only allowed to place links after they have posted certain amount of posts?

My forum is to-hawaii.com/forums

You'll need to give the user access to the ACP to be able to do that; you can limit them to just the forum management section, but the admin permissions aren't specific enough to only add forums.

Being able to post links after a certain amount of posts will require a plugin.
