You need a better domain, get rid of that shoutbox, and find a custom theme designer. However, what does the "No Inappropriate Content" rule mean?? No porn, no warez?? Expand on this.
Looks good, but get rid of the shoutbox if you would like your users to be more active on the forum.

I removed the shoutbox, why custom theme? I'm expanding on that rule and for the domain part.. can you tell me if 1and1 charge one time only and can I cancel the domain after the year is over? I'd like the .info domain for $1
I don't think .info is any better. I would spring for a .com if you are able to.
