Is there anyway to remove the "Members List" from the top of the forum until they are able to log in to the forum. I dont want non-members getting everyones email addresses.

Regardless of the fact that email addresses aren't actually shown anywhere on the memberlist or profiles, then no, by default the memberlist link is in the header which is the same for all users.
as matt said, there will no emails displayed in memberslist and if you want to restrict access, go to acp->groups->user groups and open "miscellaneous" tab and untick the "can view memberslist" in the miscellaneous option. it will restrict access from memberslist, except the groups that you allow.
