Yep, my hosting dude reset some security setting on the forum folder and that was indeed the problem all along. His security has been impeccable over the years, but problems with database access have plagued me consistently with this service and it seems time to transfer to a more standardized host...

Forum now successfully upgraded to 1.6 and all seems happy.

Yeah, sometimes hosts go too far with security and lock things down so much that things just won't work. Glad it's all sorted though
