Well I set up a group promption rule so that every user form Member usergroup with a post count equal or great than 1 get promoted to ActiveMember usergroup
The task run every 20 munites , see screenshot:

Unfortunately, only 6 members were promoted where more than hundreds should do
Below is a screenshot about a member meeting all requirements but not has been promoted

Users will only be promoted if they meet the criterion specified for a group promotion when they next log in.

But I think most Admin will be confused unless they know what you said, so I would like mybb developper or translator add the following notice in the Add Promotion page

Here you can create new promotions which are automatically run on your board (Please note that users will not be promoted unless they log in next time).
