is there a way some users be restricted to send private messages to the other users? kindly guide

That will affect everybody, and is based on posts, which isn't what they want.

This will enable you to just disable the PM system for specific users: http://mods.mybb.com/view/custom-user-permissions

Create another Members group with no PM ability and just move them manually.

I think Matt's solution is the best and should do what you need it to do.
