How does 'rating work' is it for rating help you get?
You can give reputations/ratings to people for whatever reasons you want... you give a reputation to the user, it can be linked to a post, or just a general reputation.
I saw the stars as I left the help so I clicked. Who got those lol

lol. anyway you found a new thing, its not mandatory to give reps or thread rating. it all depends on the thread author's mind.
well, thread rating is different from user rating. if you find thread is useful, you can rate it from top right of every thread or from the forum display "Thread rating: stars"
if you find a user is useful or you think he contributed and helped you or others, you can rate him by clicking on the reputation button from the post of the user you want to rate or from his profile.

To view someone's reputation click on the green (or red, or grey) number on the right side of each post. Mine says 19 for example, if you click it you can see my reputation details
