i checked ur site, and i dont see 2 welcome blocks, can we please have a screenshot or a link

Please change to the "mybb default" theme. In the right corner above.
Well that;s not the welcome block, this is a mod i guess it is called welcome message.
Check the index template for duplicated $wm
