Groups can be given specific permissions to their threads:
-Stick/unstick
-Close/Open
-Delete Replies
-Indefinite editing
-Delete own thread

I need to be able to assign certain groups/users permissions to moderate their own threads.

No less than $10-$20, depends on the plugin honestly.

What do you mean by "releasing"? You mean allowing the plugin developers to let other people buy/download it, or you mean releasing the source for free/as your own/etc.?

Well I think that would be legally OK and I'd have no problem making it if it was and you'd pay me ~$10-20
