Ok so as you can see on that link I have uploaded the file but for some reason I cant find out what the url is maybe 000webhost doesn't support this forums? Who knows what do you guys think?

The uploads directory (uploads/) is not writable. Please adjust the chmod permissions to allow it to be written to.

The avatars directory (uploads/avatars/) is not writable. Please adjust the chmod permissions to allow it to be written to.

Just got this error am I missing some files is that the issue?

You have to change the permissions of the files in filezilla.
I told you to use this for future installation:

This will solve your problem:

Do that like is writted there.
Oh ok I'm using firezilla so what permissions?

you change the permission to 777

No, if you CHMOD all your files to 777 you'll have a much greater chance of getting hacked.
Well I cant even firgure out how to change permissions because I dont like how 000webhosts cpanel is set up.
