Did you moved your base from one host to other? Or did you installed forum on this new host?

What PHP version does your new host have??
Have you looked for any information in your server error log??
I tried installing on another forum having me back this error
[2] phpinfo() has been disabled for security reasons - Line: 300 - File: inc/functions_serverstats.php PHP 5.2.16 (Linux)
Either ask the host to enable phpinfo() or open the inc/functions_serverstats.php file and comment out that line that has the phpinfo() function
