Does MyBB allow users who post threads to moderate them as well? I'm considering using MyBB but I need a forum that gives users the ability to moderate their own threads (delete posts from their thread and block a bothersome poster from their thread).

No. You would need a plugin.

As Shukaku said, at least ask. I believe there was a paid plugin that did this @ MybbCentral.
