I have a community but has only 22 members and 10 post because i am working on this but now i am not able to work anymore on it. I will give you only script all mods,plug-in,themes.
I worked very hard on my site it is very secured with plug-ins and already installed many themes.
You can even run it on that site which have forced sites because it hides force ads.
If you interested i will give you a trial admin account also.
My price is between $10- $15 ( cost of working on script)
I knew that this not meets the requirement of users and post but yes secures and fully setup-ed script.
It is on my free domain at - http://www.mastiland.cz.cc/
Please reply if server is down.

What's your requirements?

I think he is looking for more members and posts than anything else.

Theme needs work though. Over 15k Posts, 2k Threads, 1675 members. Would make a great basis for beginning a great forum.

What are you looking for specifically? You mention above that your looking for something with only a few members. Why not just start something that interests you, something that you can be successfull with and for free, rather than taking on something old for a fee.
