I test it. It says PHP could not send the mail but why what is the problem

You'll need to ask your host, if that test failed, then it's the server at fault. Either get your host to fix it, or set up SMTP mail.

I've found the problem to be free hosts as most seem to have php mail disabled. as matt said speak to host and see if they can enable it for you.

PHP mail() works completely fine. However, you should be aware, that this is a free hosting server and sometimes there are higher email sending volumes which could be blocked by your receiving end.
