However there is only +2:00
And +1:00

Yeah, I don't think +1.5 is a valid GMT offset unless the country doesn't follow international guidelines.
i THINK MY host has some problems
it's time zone is somehow wrong and well they say it has no problem
but i get a get the wrong time as GMT(it's 2 hours and 2 minutes ahead)
so now that i want GMT +3:30
i have to use +1:30
well i think those 2 minutes can be forgiven

I have no idea what you're saying, but if it's a host problem then you need to take it up with them because there's really no reason to do this at all...
If the server time is wrong, instead of adding an unusual timezone to compensate for it, just get them to fix the server time. They just have to run one command and it'll fix it.

they replied there is no problem and it's accurate
But the GMT time at my board is 2 hours ahead of the real time
