I want to force members to post 10 posts before they can use 1 forum in my board, there is any way to do that?

No that's not a feature in mybb. Permissions in mybb are set depending on the groups, so whether your group has permission to see this forum or not, so by moving from a group that doesn't have permission to another that has permission, that will do the trick.
