One way to get a similar effect with most browsers is to use this style for a "group" :

<span style="text-shadow: 0px 0px 5px #44f;">{username}</span>

You change the style in this section for any group :
AdminCP -> Users & Groups -> Groups -> Username Style

Just change the color "#44f" to your own...

Internet Explorer use another way to achieve same result...
