how can i change guest permission so they can't see a user's profile unless they're loggedin?

so they need to sign up before they can see a profile.

administration panel / user & groups / groups/

ACP -> Users and Groups -> Groups -> Guest -> Forums and Posts -> Can view user profiles?. Untick that, and they won't be able to view user profiles.
