Where will I get a theme like this: http://img192.imageshack.us/img192/8691/hs1n.png, where I can edit the CSS to change stripe colors etc.? I've seen it before but cant find it nymore

How will this help me with my theme? Or is this just for the stripes and then I will edit the default template?

The stripes are generated there. If you want to know how to make a whole theme I recommend reading up on html and CSS. As this should be mostly just replacing an image.
