Have two questions

How can I change the amount of a user can upload, right now it is set at unlimited to XX amount that a user can upload?

I rather just disable attachments from being uploaded,how do I do that?

I believe you can only disable it on a group by group basis. You'll need to go through each of your usergroups, and set their permissions so they cannot post attachments.

Users & Groups > Groups > *group name* > Forums and Posts > Uncheck "Can post attachments?" towards the bottom.
