Yo, I just made my forum (Thanks for the BlackEvo template, really like it) , and got a few questions.
1.How do I choose that for example only mods/administrators can give reputation?
2.How do I choose that for example the User Title 'LeetGamer' can give neutral rep and +1 (No negative)

ACP > Users and Groups > Groups > Edit > and Untick "Can give reputations to users?" option in those usergroups who are not allowed to give reputations.

Similarly in "Points to Award/Take Away:" option add higher number say 3. Now that usergroup will give +3 reps to others.
All this in Admin CP > Users & Groups

edit your themes header template and use the calender html code
