PHP Fog looks really promising. Basically it provides PHP cloud hosting for up to one app for free. It's currently in private beta.

There's nothing insecure about it. All they're doing is looking at files above their web directory, which is unique to their account. See "Keep in mind that this is your own private AWS instance."
