i've used this before you have to click on sql databases under webtools and then next to your db name there should be a admin button click on that and it will take you to phpmyadmin.
you create the database within the cpanel. if you need any help with it i would be more than willing to help you set it up.

Why do you need phpMyAdmin to install MyBB?

Click on "MySQL databases" and create a database I have the same CP and actually prefer it to cpanel. Once a db is created, you access phpmyadmin by clicking "MySQL Databases" again, then click the "Manage" button next to a database.
