Is it possible for someone to create a plugin that allows a user to choose an option to either receive a PM/email wehen their report is dealt with? and a way to edit the message when its dealt with?

So you want to send a PM when some ones PM is reported ?

No, when you go to report a pm or post you are brought to a page, it ask if you want to be notified when your report has been dealt with by a staff member or they can choose not to be notified.
