when adding a category it usually appears below all of the forums, how can i move it up?

Admin CP -> Forums And Posts -> Ok, so here you see your forums and in the right side you can see a column, named Order and under it, at each forum some numbers (usually 0).

Now type in 1 2 3 4 5 6 7 8....... and arrange your forums as you like.

After you arranged them as you like, scroll down and press Save Forum Orders.

There are numbers in a little box on the forum management, change the numbers and hit "save display order"

thanks. i did try changing orders at first and didn't realize it actually change its position.
