Umm what do you mean by test account?
Go to: ./jscripts/editor_themes/default/images/ and upload toolbar.gif image there.

Umm what do you mean by test account?
Create a account for test. This can be trial account.
It would be hard to guess where the issue is. So we need a test account.
To make a test account, Go to: ACP > Users and Groups > Create New User > add test as Username and 12345 as Password and Confirm password and Select Registered as Primary Group.
Alright made a test account
User: Test
Pass: 1234567890
I don't see the tool bar though.. I can't even insert the emoticons...
I don't think I was clear enough...
I don't see the toolbar that will make your text bold italic. And the ones that allow you to link to your post to a website.
