How do i create a latest news banner on to my forum, it is a mod or something (the green one on myBB forum)?

No, Emergency Message System wont do that, you should use Board Message. Somthing like i have here

That explains it then! And the Emergency Message system WILL do that with some template editing, although Zahers way is probably better.
