OK this is very weird. I banned a bad user on my forum yesterday, put him in the Banned group in which all options are set to NO, and he is online today!!! We want him gone because he constantly disobeys the rules, but he keeps coming back on.

After putting him into the banned group you have to ban him in your Admin-CP -> Find a user account -> *Name* -> Find -> *User* -> Options -> Ban A User.

He's visiting your board - but he can't see anything.
He should then be getting the 'no permission' page, which isn't shown on the Who's online list (as many have pointed out before, there are some times when search engine bots seem to be 'Using the PM system' when they're actually seeing the 'no permission page')
